Label the states on a map

This is how i defined a label block in the mapfile,

LABEL
    TYPE BITMAP
    SIZE MEDIUM
    COLOR 0 0 89
END

But i couldnt find how to set the text that needs to be displayed.

Any help is highly appreciated .........
