Travis,
No.
Cygwin provides unix-like commandline and environment
services on win32, but it still only runs valid win32 programs.
FWTools (for windows) can be used under cygwin, but to it
can be a bit tricky because of the need to setup the FWTools
environment within the cygwin shell. Often this is easiest
to accomplish by running cygwin.bat from within the FWTools
shell.
