Mapserver WCS needs more info/metadata for tileindex layers, see the
comments at the end of:
http://mapserver.gis.umn.edu/docs/howto/WCSServerFormatHowTo/?searchterm=WCS
Btw, the best way to check is start with the GetCapabilities response
for WCS.
