You might check ACCUGlobe to see if it's what you are looking for.  You
can edit shapefile as well as view Sid, Tif and Jpg raster formats.

I think the OpenJump package has had a lot of work put into deveoping an
editing capability. You could also use GRASS, although it is a lot of
functionality for just an editor :-)
