Mapserver was not able to recognize your image format.
Do you have USE_GDAL enabled?

I think 
"drawEPP(): Image handling error. EPPL7 support is not
available"
is a bit confusing in this situation since you have't
enabled EPPL support at all.

Maybe a #define is missing and the EPPL test should be
replaced by

"The supplied image format cannot be recognized."

or something like this.
