[UMN_MAPSERVER-USERS] MapServer, IIS and Oracle

Yes, I did reboot ...

The real problem was that I had to give READ permissions on the
"tnsnames.ora" and "Sqlnet.ora" files to the internet user.
Now, its work fine.

IIS only picks up new system environment variables after a reboot. Did 
you reboot?
