That's absolutely true. And it is read a few times for a map request .....
Alternatively, you can strip all unused entries from your epsg file. That's the approach we take here.

Do you use "init=epsg:xxxx" type of projection definitions in your
layers? In the past I have found the EPSG codes lookup to be quite
expensive. If you use that then you may find that using native proj4
definitions for your projections might help.
