Bill mapserver with rpath flag; it's the safest thing to do.

Never mind... Yes, you DO have to add /usr/local/pgsql/lib to
/etc/ld.so.conf and run /sbin/ldconfig so that mapserv can find the library.
I've aded this to my notes so I won't have *this* problem again.
