Running shp2img I get the following error: Projection library error. No options found in init file

Hi,

In running shp2img I get the following error: Projection library error.  No
options found in 'init' file.

The epsg file is in the correct location of *\ms4w\proj\nad and it includes
the value of 4326 which is the value of the referenced layers
"init=epsg:4326".

What needs to be done to fix this error?
