fwiw, ANGLE FOLLOW works fine for me:

$ ./mapserv -v
MapServer version 5.0.0 OUTPUT=GIF OUTPUT=PNG OUTPUT=WBMP OUTPUT=SVG
SUPPORTS=PROJ SUPPORTS=AGG SUPPORTS=FREETYPE SUPPORTS=THREADS INPUT=POSTGIS
INPUT=SHAPEFILE

mapserver 5.0.0, compiled on debian sarge (3.1) with locally compiled
versions of gd 2.0.35 and agg 2.5
