Raster Image and Shapefile Alignment

@Richard: I tried using those tools you listed but no luck, the outputted 
image was of poor quality and still did not aline correctly.

@Mailing List: My .tiff file comes with a .tfw (world file) is it possible 
to use this to change the georeferencing using? Does mapserver use the world 
file?
