Custom Projection

According to the documentation, ANGLE is not available with CFI
MapServer, but I got it to work following the other directions in the
docs. I am using version 4.8.
You definitely need to define projection blocks at the map level and at
the layer level. Before I defined projections, I just got a white image
back.

Try using ANGLE in the map portion of the map file
(http://mapserver.gis.umn.edu/docs/reference/mapfile/mapObj)
