configure crt1.o error on PPC64 RHEL

Turned out that there was a 32-bit glibc-devel on the CD that I
couldn't get from RHN.  Installing this allowed me to build MapServer
in 32-bit mode.  I still don't know why it wouldn't find the 64-bit
libraries to configure in 64-bit mode.
