php/mapscript can't set new_map_path (work around)

G'day all,

I have added a blank map file :

$map=ms_newMapObj($mapserver_path.'blank.map');

that looks like :

## This is a temporary map placeholder
MAP

	#	Nothing is held here, but allows us to set the path.

 END


which seems to work.
