display two layers at same time

It looks that your map file has too many "END" for each layer.
Should be something like this:

 LAYER
NAME "Build"
STATUS default
TYPE line
DATA "build"
CLASS
STYLE
COLOR 0 0 0
END # ends style
END # ends class
END # ends layer


I think the fourth END for the first LAYER ends the whole map file.
