MapServer 4.10.2 released

mapparser.c and mapparser.h are normally included in the source  
package, but are missing this time.  I realize they should get  
rebuilt from lex/yacc, but it broke my Xcode project I use.  I can  
make adjustments.

Theory of the Universe

There is a theory which states that if ever anyone discovers exactly  
what the universe is for and why it is here, it will instantly  
disappear and be replaced by something even more bizarrely  
inexplicable.  There is another theory which states that this has  
already happened.
