SIZE in percentages?

Using symbol scales and then tweaking the resolution parameter is the built in way to do this.
Symbol scale set the scale at which a symbol or label is exactly SIZE pixels tall. The resolution
parameter (map level) affects the way in which scales are computed. The default is 72 pixels
per inch which works ok for monitors but is too low for print, where value of 300 or higher might
work better.
