Layer display order (z-index)?

Is there a way to dynamically change the order the layers appear without
having to manually edit the mapfile?

Layers are rendered in the order they appear in the mapfile so I'm not
sure how the POI symbols
could be rendered below the line work. You could try turning them into
annotation instead of point
layers since annotation is always drawn last. You might need to post
your mapfile...
