map_get_template causes error

I have installed MS4W 2.2.6. The map_get_template parameter causes this error
when a GET form is submitted to mapserver.exe:

loadWeb(): Unknown identifier. Parsing error near (example2-1.html):(line 1) 

If I do not send that parameter and instead hard code TEMPLATE to
example2-1.html in the map file specified in the GET, there is no error.
