MapServer as WMS Client for Microsoft Virtual Earth Raster Layer

I don't think so. In Google Map you can only use MapServer as a WMS server,
but not as a Client. I think it's similar in Virtual Earth. That is to say,
you can only pass your data to Google Map / Virtual Earth, but not retrieve
data from Google Map / Virtual Earth and integrated them into MapServer. In
Google Map, getting Google Map data into MapServer violates the Google Map
TOU.
