[mapserver-users] Apache can't start on windows

Possibly the Microsoft Runtime is not available on your system, see also
the following thread:

You can also just comment the following line in httpd.conf if you don't
need FastCGI:

#LoadModule fcgid_module modules/mod_fcgid.so
