It appears to be under consideration for mapserver 5.2:

For now, the only method supported is wrapping with LABEL.WRAP:

http://mapserver.gis.umn.edu/docs/reference/mapfile/label

I've considered faking things by preprocessing the data and inserting
newlines and spaces appropriately in desired labels to emulate crude center
justification.
