No Mapserver is right in this case it uses SLD 1.0 which is tied to Filter
1.0, see:

http://schemas.opengis.net/filter/1.0.0/filter.xsd

<xsd:attribute name="escape" type="xsd:string" use="required"/>

Btw, in Filter 1.1 the OGC changed this to:

http://schemas.opengis.net/filter/1.1.0/filter.xsd

<xsd:attribute name="escapeChar" type="xsd:string" use="required"/>
