Arjen,
That is correct. If you don't see the driver name in the gdalinfo output
that means you don't have the driver built in.

It is, in theory, possible to just build this one driver and use it as
a plugin. But this is not a trivial process.

I have also never build the GDAL/OGR OPeNDAP support into GDAL on windows
before, so one problem is that there is likely no makefile.vc for the
driver. Is it possible for you to do what you want on linux?
