If you Google WMS Servers, you'll find a few lists.  Most of them do not describe the WMS per se, just pointers (you'd have to do a GetCapabilities yourself).

http://www.wms-sites.com/ is pretty good, with some descriptive text about WMS layers, etc.  I'm not sure how recent or fresh the endpoints are.
