Search for "inline features"   within the Mapserver Wiki,  lots of examples of positioning custom labels.

If you want to know exactly where a label is placed on a polygon, then you have to make corresponding points layer with the exact label point and add that to your layers.

Is it possible to create a label and position it with given coordinates? If I do not like the positioning of the labels, can I in any way specify my own?
