Um, where did you get the 'msplugin_mssql2008.dll' file?  I don't 
remember compiling that for ms4w 2.2.9....if you grabbed it from 
somewhere else I would say that is the problem. (see: 
http://bugzilla.maptools.org/show_bug.cgi?id=1944)  If you have comments 
for that ticket, then please create an account there and add yourself to 
the CC of that ticket and comment away!
