Update: Same problem happens with the x86 binaries all other things being
equal. Also, I have trimmed the set of files in my mapserver binary folder
to these:

epsg
fribidi.dll
gdal16.dll
geos_c.dll
iconv.dll
libcurl.dll
libexpat.dll
libfcgi.dll
libmap.dll
libpq.dll
libxml2.dll
mapserv.exe
