Hi,

the jgw file you show is a socalled 'world file':
http://en.wikipedia.org/wiki/World_file

mapserver will use this file to georeference the jpeg file you give it:
see
http://mapserver.org/input/raster.html
and
http://mapserver.org/input/raster.html#georeference-with-world-files
