I don't fully understand your question, but yes, there is support for (at least some) unicode characters.
Look in the LABEL / ENCODING section. I Use UTF-8 in my data files. You should also use correct font settings in order to get it work. That was difficult; I've proposed some changes in the manual for that matter.

Hi all,
Does MapServer support Unicode characters?
Is it possible to embed any unicode characters such as tonemarked alphabets in the generated map, and/or in the generated legend (which are a pictures, .gif)? If possible, can you please direct me to some resources out there that can guide me.
