OWS_SCHEM_LOCATION is used only for OGC services published by MapServer
but has no impact when reading in GML files through OGR.

Do you mean that OGR changes the schema location when it reads the GML
file and that this causes an error? And what is this error? What is the
expected result that you don't get?

Did you try opening/reading the GML file with "ogrinfo"? And does that
produce the same error?

If "ogrinfo" reproduces the problem then this is really an OGR issue
independent of MapServer and you should raise the issue on the gdal-dev
list.
