Perhaps you could use OFFSET (with -99) - I have not tried it.

A general mechanism (CENTER/ORIGIN) for defining the
centre point of a symbol for more control of the
precise placement of symbols was suggested in RFC 45
http://mapserver.org/development/rfc/ms-rfc-45.html ,
but I don't think this has been implemented yet.
