[mapserver-users] Can I layer a 2-part, vector, highway symbol?

Brilliant, thanks.  I had to mess with the ratio of sizes a bit, but the
following works:

# Interstate
  CLASS
    EXPRESSION "I1"
    STYLE
      SYMBOL "inter_base"
      SIZE 20
      COLOR 0 0 255
      OUTLINECOLOR 255 255 255
    END
    STYLE
      SYMBOL "shield_bar"
      SIZE 4
      COLOR 255 0 0
      OFFSET 0 -8
    END
    LABEL
      TYPE truetype
      FONT "arial"
      SIZE 6
      COLOR 255 255 255
      MINDISTANCE 200
      PARTIALS false
      POSITION CC
      ANGLE 0
    END # end label
  END #end class
