We're using 'oraclespatial', I mean

CONNECTIONTYPE oraclespatial

CONNECTION user/pass at DATABASE

We've just done what is explained in ms4w manual to get Oracle support

It depends on how you define your layer. In the bug, they are using the
native oracle support in MapServer and not the oracle support from OGR.
So, the ogr_OCI.dll is not used. What OCI support are you using? (The
CONNECTIONTYPE in your layer)
