Not impossible, I don't think.
Forcing them all on will be the trick, How to avoid collisions while still forcing all the labels on.
As far as the labels themselves, that's fairly straight forward. You should be able to build a CLASS for each Shield label. I assume you have some sort of attribute on the line work that indicates that all those shields apply? Or possibly a line segment per Shield for labeling?
