More details please, gif_lib.h should definitely not go in /usr/lib64.
 Here's my compile command on RHEL6

./configure --with-wms --with-wfs --with-wfsclient --with-wmsclient
--with-proj --with-php=/usr --with-gdal --with-freetype
--disable-ignore-missing-data --with-ogr --with-postgis --with-gd=/usr
--enable-debug --with-warnings --with-geos --with-fastcgi --with-cairo
--with-python
