I guess he means surface creation from point data, like the r.surf.*
functions from GRASS - and no, that is afaik not possible with
mapserver. But you could generate your map and save it as a tiff image
and display that with mapserver.

It could be possible to make something up with Python, mapscript and
the GRASS Gis bindings - but that's probably too much hassle for what
it's worth :D
