[mapserver-users] Adding stackexchange to our support channels

I'm only proposing we add a link from our support pages, and encourage
devs/users to monitor SE threads and reply to them there. We can take
it up a notch in the future if and when we see it could be useful, but
this is clearly not on my radar for now.
