You don't need to build MapServer, you can have a look to the MAP object 
documentation page and search for DEBUG parameter:

MAP
  ...
  DEBUG 4
  CONFIG "MS_ERRORFILE" "/ms4w/tmp/ms_error.txt"
   ...

END
