STATUS DEFAULT forces the layer to by on regardless.
STATUS ON allows the laye to be turned on/off and in your request you 
need to supply a list of layers to tuen on by name.

shp2img ... -l "my_layer1 my_layer_1"

or in CGI

layers=all&...
layers=my_layer1+my_layer2&...
