I don't have a working example anymore. But I can remember I used a vrt
[1] for processing CSV files. Here is a snipped I used working with toll
data [2]:

<OGRVRTDataSource>
    <OGRVRTLayer name="mautdaten">
        <SrcDataSource>mautdaten.csv</SrcDataSource>
        <GeometryType>wkbPoint</GeometryType>
        <LayerSRS>WGS84</LayerSRS>
        <GeometryField encoding="PointFromColumns" x="lon" y="lat"/>
    </OGRVRTLayer>
</OGRVRTDataSource>
