I understand that the Ubuntu repositories are compatible with Linux
Mint. Have you tried the following solution to install MapServer
binaries from UbuntuGIS?:

For Mapserver:
sudo aptitude install python-software-properties
sudo add-apt-repository ppa:ubuntugis/ubuntugis-unstable
sudo aptitude update
sudo aptitude install mapserver
