Your CONNECTION syntax looks very odd to me.  Here is what works with 
MS4W[1] through an OGR connection to Oracle 12c:

   LAYER
     ...
     CONNECTIONTYPE OGR
     CONNECTION "OCI:username/password at SID"
     ...
   END
