[mapserver-users] Force Leader Lines to appear in Layer Definition?

Hello Everyone, 

Is there a way to force leader lines to always appear in a layer definition for labels? I have tried different combinations of the GRIDSTEP and MAXDISTANCE parameters with no luck.
