There's no GDAL > 3 for now ;-) But, joke aside, GDAL 3 doesn't change 
requirements regarding GEOS. GEOS is a recommended dependency, but not a 
compulsory one. Only PROJ >= 6 is a compulsory dependency for GDAL >= 3
