ISO 19139:2007 is the XML representation of ISO 19115:2003.  I'll update the docs
articulating this relationship.

Good point.  Perhaps if MAP.LAYER.METADATA.wms_attribution_title is available
we can override accordingly?  Feel free to open a ticket and assign to me.
