You're using CGAL 5.1.2 which might be unsuitable. The SFCGAL v1.3.8 looks an ancient version. So I'd suggest to either retry with an older CGAL v4.x or a newer SFCGAL. At least v1.3.9 contains a "Fix with CGAL 5.1". See https://gitlab.com/Oslandia/SFCGAL/-/releases/v1.3.9

I tried compiling it separately but it ends up having issues as well:

[root at mapserver-0290 SFCGAL-v1.3.8]# cmake -DCMAKE_BUILD_TYPE=Release .
