A paper for the library

Hi,

I joined the visibilitycommittee project and logged into the website but 
the page 
https://visibilitycommittee.osgeo.org/servlets/ProjectDocumentList?folderID=47&expandFolder=47&folderID=0 
still says that "*When you are registered 
<https://www.osgeo.org/servlets/Join> and logged in 
<https://www.osgeo.org/servlets/Login>, you could join this project and 
submit documents*". What's going on?

I'd like to upload the paper from 
http://map.hut.fi/iEMSs2006Workshop13/W13_jolma.pdf

The paper is a position paper for the workshop 13 at iEMSs 2006 
conference, it was written under Creative Commons Attribution 2.5 
License <http://creativecommons.org/licenses/by/2.5/>. The paper was 
published on a CD in the conference and is thus finished in a sense, but 
it is being updated at 
http://www.iemss.org/iemss2006/wiki/index.php?n=W13a.HomePage for 
publication in a book.
