[Marketing] OSGeo event in Portugal

Thanks Tyler,

1) We can translate (and improve!) the handouts to be printed locally.

2) We are offering a 2Gb usb pen to the participants, and we can also 
put more info about OSGeo (maybe a index.html page on the pen that 
points to some specific resources within OSGeo and OSGeo wiki).

3) It is complicated to send anything in such a short period. Forget 
about t-shirts and banners and alike.

4) But we would like to have someone (a human!) from OSGeo. Who is near 
by? I know you will be in Spain, but busy in the same days (urh!). Can 
you find someone willing to come? Maybe from Spain, Italy, France, 
Germany? We can support the travel expenses.

5) Finally, if you can do it, please put the event in the OSGeo web page.
