[Marketing] Proposal: Fund Marketing pack for Philippines local chapter

Daniel, (OSGeo Treasurer),

Can you please weigh in on Maning's question.

The marketing committee has approved Maning spending up to $US450 to 
spend on a Philippines chapter marketing pack.

I assume that Maning should email scanned receipts to yourself as OSGeo 
chair, then collect the refund.

This also triggers me to ask another question. Should the marketing 
committee be asking the board to approve specific payments such as this? 
Or is the marketing committee within its mandate to approve spending 
within its allocated budget and mandate?
